To the Honorable Members of the Pennsylvania Senate and House of Representatives who represent ratepayers in the Chester Water Authority service area  

RE:          Chester Water Authority (“CWA”) Update No. 12   

                August 30, 2021 

TITLE:   Chester City Receiver Michael Doweary has a plan to turn the 44,100 CWA customers into a permanent spigot of cash for his friends at Aqua/Essential and their shareholders.

Receiver Doweary is trying desperately to keep his plan for your constituents a secret.

Receiver Doweary plans to start the largest transfer of wealth in this region’s history ($1 billion dollars per generation) from the hardworking families of Chester City and Delaware and Chester Counties to his friends at Aqua/Essential and their shareholders if he gets a supportive ruling from the Commonwealth Court. 

Doubled and tripled water rates for CWA customers means big bucks for Aqua shareholders.

AT LEAST LET’S MAKE Receiver Doweary answer these questions honestly: 

1.         Why have you as Receiver been conducting secret meetings with Aqua, negotiating a written Agreement to sell the CWA with Aqua and filing inaccurate reports with the Commonwealth Court? Is there an agreement for the sale of CWA that you orchestrated? Signed or unsigned?

2.         Did you as Receiver allow the City to accept down payment money from or participate in an escrow arrangement with Aqua?  

The Receiver is gambling on a supportive Commonwealth Court ruling to quickly force the City to sign an Agreement with his friends at Aqua/Essential to sell the CWA and benefit Aqua shareholders forever. Why is he allowed to do this?

Hey, Mr. Receiver it’s time to come clean, we know your plan is to turn the 44,100 CWA customers into a permanent spigot of cash for your friends at Aqua/Essential and their shareholders.

Why is the Receiver allowed to treat CWA ratepayers—your constituents like this?
