On March 14, 2018, the Chester City Council and the Mayor voted to enter into a “Standstill Agreement” and then presented it to the CWA Board on March 15, 2018 for their consideration, the CWA Board unanimously approved the agreement the same day. In the agreement, the parties agreed that from March 15, 2018 until at least December 31, 2018, the parties would negotiate, in good faith, with a mutual goal of entering into a definitive agreement concerning future CWA operations. The parties agreed that, during that time, the City would not attempt to take any actions that interfere with the operations of the CWA and that neither party would negotiate or contract with any third party regarding the transfer of any CWA assets without the written authority of the other party.
