In June 2019, the CWA issued a Request for Qualifications (RFQ) as part of its effort to investigate the attempted hostile takeover of the CWA which Aqua launched in 2017. Through the RFQ, the CWA sought bids from interested parties to assist it in its research and investigation into the attempted takeover. As part of the RFQ, the CWA released material obtained through the Right-to-Know Law which provides a glimpse of the behind-the-scenes dealings at the time the takeover was initiated in the spring of 2017. These materials include audio and transcripts of communications involving then-chairman of the Pennsylvania Republican Party, Valentino DiGiorgio, III, Aqua’s CEO Christoper Franklin, and others.
